Fred Noble

Fred Noble is a co-founder of NOBELL Energy Solutions. He is also the former CEO, and current Chairman of the Board of Wintec Energy. As one of the original pioneers of wind energy in California, Fred has been instrumental in building the region’s renewable energy landscape since 1980.

Before transitioning to energy development, Fred practiced law in Los Angeles, California. He earned his undergraduate degree from UCLA and his J.D. from UCLA Law School. Fred also served as an officer aboard the U.S.S. Lyman K. Swenson DD 729.

Mark Watkins

Mark brings 30 years of successful business unit, technology and military leadership experience to his role as CEO. 

Prior to NOBELL, Mark founded a consulting company and led operational and advisory engagements for high tech companies in the US, Asia and Europe.  Before that he worked at Ichor Systems serving the semiconductor, solar, and LED capital equipment industries in General Manager and Corporate Development roles.  Before joining the energy industry , Mark spent seven years in the U.S. Navy, serving in the Pentagon and also on the fast attack submarine USS PARCHE where he was a decorated division manager and DoE-certified chief nuclear engineer.  Mark holds a BA in Mechanical Engineering from the U.S. Naval Academy and an MBA from Georgia Tech.

Fred Bell

Fred co-founded NOBELL and leads our construction and asset management teams, bringing nearly 30 years of construction and development experience. He has overseen the design and delivery of more than 3 MW of solar power facilities for commercial clients across the western United States.

Before NOBELL, Fred was CEO of the Building Industry Association Desert Chapter, where he helped create the “California Green Builder” renewable energy program. He won the California Building Industry Association’s Chairman’s Award (2008) and the Building Industry Association of Southern California’s CEO of the Year. Fred graduated from San Diego State University.

Colm Callan

Colm Callan is CFO of NOBELL Energy Solutions, bringing three decades of operating and deal-making experience across energy, SaaS, and global technology. He previously served as CFO of a Series-D life-sciences SaaS company, CFO of ProService Hawaii, CFO of National Biofuels, and CFO of PayPal’s Product & Technology organization, where he oversaw more than $1B in annual spend.

Earlier, Colm led corporate development at eBay and technology M&A at Credit Suisse and Morgan Stanley, executing multi-billion-dollar acquisitions and divestitures across the U.S., Europe, and Asia. At NOBELL, he applies that same financial and transactional rigor to capital structuring, project finance, and disciplined growth in distributed solar and microgrid deployments.
